Janet Kelly is the former Levin Chair for Public Service at the Levin College of Urban Affairs at Cleveland State University. She has also been a professor at Clemson University and the University of Tennessee - Knoxville where she taught graduate courses in public and nonprofit financial management. Now a private consultant and an adjunct professor of public administration at the University of Tennessee-Chattanooga, she specializes in financial administration of smaller nonprofit organizations, including performance auditing and internal controls.
She recently published Performance Budgeting for State and Local Government with co-author William C. Rivenbark (M.E. Sharpe, 2003) and a series of scholarly articles on performance measurement in public administration and policy journals. She is a member of the American Society for Public Administration, the Institute of Internal Auditors, the Association of Government Accountants and the Government Finance Officers Association. She is the national trainer for the Government Finance Officers Association in the area of performance measurement.
She earned a B.S. in Economics from the College of Charleston, a Masters in Public Administration from University of South Carolina, and a Ph.D. in Public Administration from Wayne State University. Prior to her academic career, she was a budget analyst for the City of Charleston, SC and a fiscal analyst for the South Carolina Advisory Commission on Intergovernmental Relations. Janet lives in Chattanooga, Tennessee with her three lively Labrador retrievers. |
